											<title>Levan: Districting is “A Perfect Way” to Force Zoning Changes on Unwilling Homeowners </title>
											<description>Former Village Trustee Chris Levan, 55, 26w311 Glen Eagles Dr., the mentor of Village Trustee Tim Allen who put the question of dividing Winfield into trustee districts onto the March 20 ballot, approvingly admits in a document obtained by The Winfield Register that having such districts makes it easier for developers to force their will upon unwilling homeowners. Winfield experienced that situation recently when the Village Board, by a vote of 4-2, changed the zoning of nine homes on Beecher Ave. against the wishes of the homeowners, the school board, and even the Village’s own Plan Commission.</description>

											<title>Water Bill Increasing This Month </title>
											<description>&lt;p&gt;&lt;strong&gt;By Stan Zegel&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;The Winfield Village Board has adopted new rates for water and sewerage services to reflect a 230% increase over the next three years in charges by the Village’s water supplier.&lt;/p&gt;&lt;p&gt;Bills reaching residents in mid-February will reflect an increased rate of $14.80 per thousand gallons of water, up from $14.11 per thousand gallons.&lt;/p&gt;&lt;p&gt;The minimum monthly residential bill immediately increases from $35.27 to $37.00, and in May goes to $41.88, reflecting another rate increase to $16.75 per thousand gallons. It is scheduled to reach $51.45 in Jan. 2015.&lt;/p&gt;&lt;br&gt;</description>

											<title>No Right to Vote on Future Trustees?</title>
											<description>&lt;p&gt;A surprise for Winfield voters is a referendum on the March 20 ballot that would have the effect of taking away most of their future rights to elect the Village Trustees.&lt;/p&gt;&lt;p&gt;Presently, everyone gets to vote on three of the six seats every two years. If passed, the referendum would limit voters to only one of the six seats every four years.&lt;/p&gt;&lt;p&gt;The binding measure has been placed upon the ballot by Village Trustee Tim Allen, 40, 27w174 Birch St., who organized gathering enough signatures.&lt;/p&gt;&lt;p&gt;The Village Board debated at its Jan. 19 meeting whether to answer the expected questions from residents about the effects of such a drastic change by preparing an impartial fact sheet, or even televising a debate on Channel 10.&lt;/p&gt;&lt;br&gt;</description>
